Ogg Vorbis is a fully open, non-proprietary, patent-and-royalty-free, general-purpose compressed audio format for audio and music at fixed and variable bitrates from 16 to 128 kbps/channel. It contains runtime libraries for use in programs that support Ogg Voribs and the header files and documentation needed to develop applications with Ogg Vorbis. This package contains vorbis-tools - oggenc (and encoder) and ogg123 (a playback tool). Provides libogg package. Libogg is a library for manipulating ogg bitstreams. It handles both making ogg bitstreams and getting packets from ogg bitstreams. The libogg package contains also the header files and documentation needed to develop applications with libogg.
